I have the honour to acknowledge the
7 receipt of your despatch No.421 of the 15th November,
1932, regarding recruitment to vacancies in the European contingent of the Hong Kong Police Force,
and to invite reference to Mr. Southorn's despatch 72848/3, No.230 of the 25th April, 1930, in which it was

proposed that vacancies of this nature should be
filled locally by ex-Servicemen. This has now
become the usual procedure and has so far given
satisfactory results. It is nevertheless
considered undesirable to bar the door entirely to
recruits from other sources and this is particularly
the case with candidates who are sons or near
relatives of former officers with good records as
family tradition has in the past proved an asset of
considerable value to the Force. Accordingly when
the Inspector General of Police proceeded on leave
in 1932 he was authorized to recruit four such
candidates, but the receipt of your telegram No.79 3. of the 29th June, 1932, referring to five candidates
indicated some change of view on the part of

Mr. Wolfe and it was thought desirable to confirm
the limitation both of the number to be recruited
and the field of recruitment.
2.
Through the Ex-Servicemen's Employment
Committee employment in the Police and other
departments of this Government is offered, if not
in the open market, at least to a very wide range of candidates and there would appear to be nothing
inequitable in reserving from time to time a small
number of appointments for candidates who will
enter the service with esprit de corps already
formed. I consider however that in future
recruitments from the United Kingdom it will be
sufficient to follow the former practise whereby
candidates of this class are notified to the Crown
Agents for the Colonies for special consideration.
